LOWER COLORADO RIVER AUTHORITY Tennessee company wins $174 million contract for Texas reservoir A Tennessee company has won a $174 million contract to build the Lane City Reservoir in Southeast Texas. The Lower Colorado River Authority board of directors Wednesday awarded the contract to Phillips & Jordan Inc. of Knoxville, Tenn. Ground was broken last December for the reservoir in Wharton County, leading to construction of test embankments and other site preparation work. The 1,100-acre Lane City Reservoir will be built off the main channel of the Colorado River near Lane City, about 50 miles southwest of Houston.
